Non Communicable Diseases Cell set up in Goa in March 2005 was officially inaugurated by the then Hon. Minister for Health Adv. Dayanand Narvekar on 7th April, 2006 on the occasion of World Health Day, owing to sizeable mortality occurring due to non communicable diseases and changes in life style of Goan Population. Taking into consideration the various risk factors for Non Communicable Diseases viz Cigarette and other forms of smoking, alcohol abuse, drug abuse, non availability of health facility for control measures of diabetes, hypertension, cancer etc, life style changes such as improper diet, fast food and lack of physical activities, environmental factors viz occupational hazards, accidents, possession of destructive weapons and stress factors; the following programmes are undertaken by this Directorate.
Non Communicable Diseases Cell (NCDC) is headed by Chief Medical officer.
A)NATIONAL MENTAL HEALTH PROGRAMME
National Mental Health Programme was launched in 1996 in Goa.
District Mental Health Programme was implemented in the South Goa District in the year 1999. (one out of 123 districts) on preventive aspects which are as under
Primary- Operational on community basis improving social environment,
Promoting Social, emotional and Physical well being of all people
Secondary- Early detection by screening programme and counseling
Tertiary- To reduce duration of mental illness and prevent further breakdown and disruption
With the following objectives
1.To provide sustainable basic mental health
2.Early identification & treatment
3.To decrease travelling costs
4.To minimize admissions
5.To reduce stigma
6.Health promotion
7.To promote mental health in schools of mentally retarded
8.To improve quality of life of people suffering from epilepsy, schizophrenia, dementia and other mental disorders
9.To reduce deaths due to suicides.
However, in North Goa, District Mental Health Programme was not implemented.
Two Detoxification Units of 10 beds each are operating at each District Hospital.
